accomplished is maintained support of the council but its performance remains poor benches
As civil society initiative, the Observatory for the Council, a project operated by Funcicar, we follow up the work of the council of Cartagena by quantitative indicators in order to make available to the public objective and timely information that allows to create a more responsible public.
This time we present the first part of our report on the management of the Council in 2010 regarding the implementation of the council against the attendance and retention in the sessions, and performance in banking.
Cartagena The District Council had a very good attendance by registering 96% in this indicator, similar to previous years, and keeping the 78% acceptable. This means that at the beginning of the sessions had the presence of virtually all councilors, however, over time absenteeism was increasing among the council members who in some cases are removed from the site for a few minutes, and other sometimes did not return to it.
also be noted that during the previous year none of the sessions started on time by the Board. This behavior is repetitive tardiness in the Corporation for several years, which not only hurts the citizens who are scheduled to attend meetings at a specified time, it becomes much less efficient the work of the Council in terms of utilization of time. The situation is even more worrying when you have scheduled debates that are known in advance will delay several hours due to the complexity of the issues addressed or the high number of staff mentioned above and tend to spread until after noon, which increases the likelihood that the council is absent from the debate venue without knowing fully the information and arguments made by colleagues and guests, which will subsequently be to make a responsible decision.
continue without work benches
emphasize in this analysis applies fully non-implementation of the system of blocs by the parties that make up the City of Cartagena. If each party acted in benches, would, among other duties, to participate in the discussions through a spokesman that expose the interests and arguments of the council making up the bank at a specific time, which become more efficient by having meetings to synthesize and consolidate a single speech by party, avoiding redundancies or shares valuable but may not be decisive in the discussions. With the implementation of the spokesperson is a tendency also for the strengthening of political parties having to necessarily be internal debates that result in the position of the bench in front of city issues.
performance of the council and benches
The following tables is evident that despite the good performance of some council members, the caucus to which they belong has low compliance due to less satisfactory rates of some members of the same, as is the case of bank Radical Change. The call we make from the public is that this 2011 work by complying with the law regulated banks and thereby become more efficient management of the District Council of Cartagena that ultimately will be reflected in benefits to the city.
